    1. Hmm, GovUK ID is prompting to setup 2FA on login. If you pick using a OTP app (e.g. Google Auth) it doesn't offer any emergency codes for if you loose phone.

    To be clear this was a Government Gateway ID and you can dig deep into your account details and add a phone number for a sms/voice backup, but this is not made obvious upfront.
